United States Patent and Trademark Office Cyber
Halvik provides extensive cybersecurity services across the entire USPTO enterprise supporting 15,000 end-users, thousands of devices, and over 100+ systems used to deliver mission critical functions. Halvik performs vulnerability scans including the monitoring, tracking, and reporting the status of POA&Ms and providing security guidance to technical teams, including developers, system owners, technical leads, ISSOs and ISSMs. We recommend and implement improvements to the security posture of USPTO systems and applications. We provide SA&A support through the collection of system information, categorization of information systems, the selection and tailoring of appropriate security controls, analyzing network scans, updating information system statuses, and implementing security controls in accordance with NIST guidance. We provide RMF technical and administrative support for all USPTO systems hosted in USPTO data centers, in the cloud as well as third-party systems with access to USPTO data, helping obtain ATOs for USPTO systems.

Through the Information Technology Support Services (ITSS) program Halvik supports a broad portfolio of programs and projects, helping DOT achieve its mission to ensure that the United States has the safest, most efficient and modern transportation system in the world. Under the ITSS IDIQ Halvik provides OST and other DOT modes with a diverse array of information technology and information management support services including full system life-cycle development; modernization and enhancement of future-state systems; operations and maintenance of the existing OST portfolio of systems; security compliance and continuous monitoring; business process reengineering; quality assurance; and training.
Bureau of Transportation Statistics (BTS)

The Information Technology Support for Data Visualization and Dissemination (ITSDVD) contract is a digital transformation effort to modernize BTS data products, automate production processes, and improve customer experience. The Halvik team is employing its expertise in data analytics, visualization, application development and user experience design to automate transportation data pipelines and effectively disseminate information to a wide audience including decision-makers, transportation professionals, and the public. We’re helping drive BTS’ digital transformation by enabling significantly improved interactions with transportation data, providing access to more granular transportation data, faster, and in more formats than ever.
Federal Railroad Administration (FRA)

Halvik is currently supporting DOT’s Federal Railroad Administration (FRA) with modernization of legacy systems by migrating them to the cloud-hosted Microsoft Dynamics 365 CRM platform, which uses SharePoint Online as the document repository and native Azure programming to enable SharePoint access and integration with external systems. Halvik delivered the Program Management Tracker (PMT) to the Office of Railroad Policy and Development (RPD), allowing FRA to efficiently track and manage RPD-funded railroad-related projects nationwide. We are developing the Railroad Compliance System (RCS), a case management system that aids the Office of Chief Counsel’s Safety Law Division in ensuring railroads’ compliance with federal regulations by streamlining interdepartmental communication, consolidating information, and providing real-time performance metrics. These low-code Dynamics solutions greatly reduce O&M costs while providing more flexible and adaptive systems, enabling FRA to deliver better services at a lower cost. We also implemented the Agile RSIS Data Science Solution for the Railroad Safety Information Management Division (RSIMD). This AWS-based data lake provides scalable, efficient, and easy access to Railroad Safety Information System (RSIS) data, enabling better decision making by rail safety inspectors and RSIMD management.

Under the Information Technology Security Program (ITSP) contract the Halvik Team provides expert level support to FTA’s IT Director and ISSM to perform IT Security functions including: Continuous Monitoring, Security Assessment and Authorization (SA&A) Development, independent Policy and Procedure development, training development and delivery, and Security Consulting. Our services help FTA maintain service availability, secure vital digital information, and preserve data integrity while improving their overall security and threat defense posture.
United States Patent and Trademark Office
Halvik has been supporting the US Patent and Trademark Office’s mission for over a decade leveraging our experience in delivering custom software solutions through Agile methodologies and SDLC processes. On the SDI-NG contract, our dedicated staff provide software development support to several programs that are modernizing and stabilizing key systems. For ITSS, we help maintain the thousands of RedHat Enterprise Linux servers critical to the operations of the USPTO and provide management support for the test managers. Most recently, Halvik was part of the winning team to deliver all Cybersecurity services across the entire enterprise.
Office of the Chief Financial Officer (OCFO) Trust Fund Modernization (TFM) Program

Halvik provided Program Management Office (PMO) support services for delivery of the Trust Funds Modernization (TFM) Program. The goal of the TFM Program is to modernize the aging Trust Fund Federal Financial System (FFS) platform, and enable OPM to streamline Trust Funds investment accounting, transaction processing, debt collection and financial reporting. OPM teamed with Halvik to bring expertise in strategic planning, business case analysis, risk, strategic communications, and governance as well as implement an effective management framework to guide the TFM Program.

The GSA SmartPay Program is the world’s largest government charge card and commercial payment solutions program, providing services to more than 560 Federal agencies, organizations, and Native American tribal governments. GSA SmartPay payment solutions enable authorized government employees to make purchases on behalf of the Federal Government in support of their agency/organization’s mission. Halvik has been providing Project Management, design, development, enhancement, on-going operations and maintenance support and secure, FISMA-compliant hosting for the GSA SmartPay sites which provides access to electronic information, documents and online training for agency program personnel, account holders, businesses and the general public.

Halvik supports all phases of software design and development and maintenance to enable users meet their mission, goals and objectives. Halvik migrated IMLS.gov to Amazon Web Services GovCloud to host and maintain the site on a FEDRAMP compliant infrastructure with regular backups, load balancing, and high availability. We are upgrading the site to the latest version of Drupal, implementing Continuous Integration/Continuous Deployment (CI/CD) functionality for seamless release management, and making functional enhancements to the site to better meet MLS needs. We are also integrating Data Analytics and Visualization capabilities to allow IMLS to better share information via their web site and directly via API.

Halvik was awarded a multi year contract to provide the IRS with expert technical support to the mission critical Digital Identity Risk Assessment process and to perform related NIST, FISMA, OMB, Treasury, and IRM compliant Digital Identity Risk Assessments, Risk Analysis and related activities in order to protect IRS Taxpayer data. We help redesign the current eRA process to enable a more objective risk assessment with a predictable outcome.
