Office of the Deputy Chief of Staff G-3/5/7

Department of the Army

For more than a decade, Halvik has delivered 24-hour analytical and technical support throughout the G-3/5/7 enterprise serving more than 6,000 users globally in NIPR and SIPR environments. We deliver data services to in-house C2 and business solutions supporting the HQDA G-3/5/7, MACOMs, Army Component Commands, and Headquarters, Department of the Army. Our staff supports over 1200 Oracle 12c and SQL Server 2012 databases and data warehouses across 190 servers for over 30 enterprise systems incorporating nearly 70TB of critical Army data. Using this data, Halvik staff interact daily with multiple customer stakeholders from Divisional and Staff offices, as well as the Headquarters, Department of the Army to develop and govern the execution of the Army’s operational strategy, and integration and synchronization with Department of Defense (DoD) strategic plans.

Halvik manages the Active Army Strength Forecaster for Headquarters, Department of the Army (HQDA) Deputy Chief of Staff, G-1. A2SF provides Army and DoD leadership a high-level, analytical view of the Army’s half-million strong personnel strength for strategic, budgetary, and policy decision-making. A2SF includes a Big Data, multi-platform analytics suite that uses mathematical models and BI tools. Using machine learning, A2SF builds realistic projections of the future Army by combining policy-level requirements with the dynamics of Army personnel changes.

Halvik supports the U.S. Army’s Senior Leader Development Management System (SLDMS). SLDMS is a suite of mission critical knowledge management and decision support systems serving Army personnel and promotion functions. Our expert engineers modernized, secured, and migrated SLDMS to the Army Azure Cloud (FedRAMP High). Halvik refactored code to support the cloud environment, and aggressively remediated over 7 million+ lines of code, including migrating all code to modern platforms using Domain-Driven Design (DDD) architecture and Model-View-Presenter (MVP) design patterns. Halvik architected SLDMS to leverage Platform-as-a-Service (PaaS) offerings including fully managed deployments, databases, monitoring, identity management, data lake, serverless ETL processes, and disaster recovery.

PEO EIS

Halvik provides program and project management, business management division support, cost, budget and financial management, contract management division support, acquisition management, and technical support for the U.S. Army’s PEO EIS IPPS-A Program Management Office (PMO) (O-6 Headquarters) and Product Offices (O-5 PdM) Portfolio. IPPS-A is a multi-billion-dollar, multi-year Enterprise Resource Planning (ERP) effort by the U.S. Army to modernize legacy systems. Halvik provides Business Management Division (BMD) and Contract Management Division (CMD) support services across the entire portfolio including IPPS-A Increment II, the Army Human Resources System (AHRS), Medical Communication for Combat Casualty Care (MC4), and the Reserve Component Automation System (RCAS)/Force Management System (FMS).

NG-J55 Plans Division

Halvik supports J55 involvement as the Future Planning Center (FPC) in NGB Adaptive Battle Staff model for crisis actions (major hurricanes, civil disturbance, pandemics, earthquakes). Our work includes supporting the Joint Exercise Working Group (JEWG) with NGB efforts to establish and maintain the Joint Mission Essential Task List. We enable training readiness for assigned missions and coordinate the yearly Joint Training Plan for joint training activities across the force structure. We plan training, rehearsals, exercises, and evaluations for NGB’s ability to accomplish assigned tasks and functions. We identify agency response plans strengths and weaknesses by observing the exercise, participating in IPRs, and exercising concept rehearsals. The NG’s exercise program is vital to the States’ preparation for responding effectively to crises. For example, our planners support the States’ developing COVID-19 response plans, including supply chain management and support for PPE and vaccine distribution.

Halvik provides senior mentorship and subject matter expertise for How the Army Runs (HTAR) program within the Army Force Management School (AFMS). AFMS provides force management education and training to Leaders, Soldiers, and Civilians Army-Wide and HTAR is designed to educate and train military and civilian Force Managers on how the Army runs in the current Operating Environment (OE). The four-week How the Army Runs (HTAR) teaches the roles, missions, and functions of the seven interdependent and continuous processes within the Army Force Management Model (e.g., strategy, joint capabilities integration and development system, defense acquisition system, structure, authorizations, personnel, and equipment), the nine Force Integration Functional Areas (e.g., structuring, manning, equipping, training, sustaining, funding, deploying, stationing, and readiness), and the requirements and acquisition processes that work together to produce trained and ready forces for the Combatant Commanders.

Defense Finance and Accounting Service (DFAS)

Halvik delivers Cybersecurity services including Assessment and Authorization (A&A), RMF, FISMA, and FISCAM services to the Defense Finance and Accounting Services (DFAS) agency. Our Cybersecurity SMEs assist DFAS in implementing and sustaining DoD cybersecurity and RMF requirements properly.
