The Commerce Acquisition for Transformational Technology Services (CATTS), managed by the Department of Commerce, Office of the Secretary, and Office of the Chief Information Officer (OCIO), represents a significant enterprise IT contract with a focus on modernizing technology infrastructure. With a financial ceiling of $1.5 billion over a maximum period of 10 years, CATTS covers six main task areas: Chief Information Officer (CIO) Support, Digital Document and Records Management, Managed Service Outsourcing and Consulting, IT Operations and Maintenance, Information Technology Services Management, and Cyber Security. This extensive contract underscores the Department’s commitment to upgrading and transforming its IT capabilities, aligning with current and future technology trends.

The core objectives of CATTS include maintaining and enhancing the current IT environment while aggressively migrating to cloud services. The Department aims to minimize its physical infrastructure footprint and reduce the frequency of technology refreshes. A significant shift from Infrastructure-as-a-Service (IaaS) to Platform as a Service (PaaS) or Software as a Service (SaaS) is envisaged. This transition is part of the Department’s broader strategy, which involves restructuring and redesigning the IT environment through centralized shared services, establishing centers-of-excellence, offering cloud-based solutions, and consolidating efforts to reduce redundancy and outdated systems. Contractors, required to have Top-Secret facility clearance, will provide a wide range of IT services, including solutions for locations outside the Continental United States (OCONUS).
