U.S. Citizenship and Immigration Services (USCIS)

Halvik’s 40+ personnel helped USCIS’ newest service center operate at full capacity and process approximately 1M adjudicated applications and petitions annually. Halvik’s support enabled an integral part of the USCIS mission to administer the nation’s lawful immigration system, safeguarding its integrity and promise by efficiently and fairly adjudicating requests for immigration benefits while protecting Americans, securing the homeland, and honoring our values. Our personnel supported the Government personnel in their decision-making processes by entering, updating, correcting, and validating data necessary for adjudication, such as alien numbers, aliases and alternate dates of birth. With this data, USCIS makes informed decisions regarding immigration benefits and our national security. Halvik personnel were integral to service center effectiveness. For example, in early 2019, the center experienced a significant backlog. With Government-approved additional personnel and shifts to help relieve the backlog, Halvik delivered additional personnel, both full- and part-time. As a result of the high-quality work these clerks performed, the 800K+ file backlog was cleared by the end of September 2019. In concert with the prime, Halvik presented high performers with quarterly awards. Between 10-20% of Halvik personnel on the contract earned a “Top Performer” or an “Above & Beyond” award. The “Top Performers,” for example, met not only a productive hours minimum, but also met or exceeded 100% standard overall production and 99% overall quality levels. In the last quarter of the backlog, 20% of Halvik personnel earned top performer awards making us one of the highest-ranked teams on site.

Federal Bureau of Investigation (FBI)

For over a decade, Halvik personnel have supported a multi-agency center that serves as the US Government’s consolidated watchlist for terrorism screening information. Our personnel’s work enables FBI counterterrorism efforts throughout the law enforcement, homeland security, intelligence and international communities playing an important role in identifying, deterring, and disrupting terrorism. Our cleared team delivers software development and database support aligned with CMMI Level 3 certification and including 24/7/365 response. We work with Government stakeholders and technology professionals to understand and translate business requirements into technology solutions. We apply Agile methods to provide open source solutions with user experiences (UX) suited to non-technical users. Our work facilitates secure mechanisms for data exchange with internal and external systems as well as to protect and secure PII. We document our work incrementally and supporting an Agile lifecycle. Because of our work on the systems, the FBI and its partner agencies can execute the screening work necessary to protect our homeland in accordance with Homeland Security Presidential Directive 6.

Transportation Security Administration (TSA)

Halvik is providing Agile Coaching support to the Transportation Security Authority (TSA) under the Department of Homeland Security’s Services for Enabling Agile Delivery (SEAD) vehicle. Our Agile Coaches are supporting the transformation of credentialing programs in TSA’s Information Technology Solutions Division (TSD) to align process and procedures under the Scaled Agile Framework (SAFe) methodology. The improved process implemented within the SAFe framework allows TSD to deliver needed system functionality faster, helping TSA keep pace with increasing demands for better vetting to improve the safety of airline travelers.

Nuclear Risk Reduction Center

Department of State

On our DOS Program Management Office contract, we track and manage budget, acquisitions, and asset and professional services contracts lifecycles. Our proactive approach gives the Bureau of Arms Control, Verification, and Compliance (AVC) Nuclear Risk Reduction Center (NRRC) increased visibility into its spending and budgetary requirements, enabling leadership to plan for and respond to Department- and federal data calls (such as OMB), budget requests, passbacks, and strategic efforts. These efforts have also saved the DOS as much as 60% on significant professional services contracts and technology purchases, increased visibility and collaboration between teams, and enabled the office to meet Department, federal and international (treaty-based), knowledge management and retention policies and requirements. We apply Halvik’s management practices to guide and manage large-scale services including infrastructure development, systems/ application development, integration, maintenance and support contracts. Our PMBOK-based framework scales to large project teams across this multi-task order BPA such that our teams manage all project and contract aspects including scope, schedule, cost, quality, human capital, communications, risks, and contracts.
