The Agency Liaison Lead is a mid-senior level position that requires an experienced professional to coordinate and support a team providing top-tier customer support for federal agency requirements. The selected person will serve as a team lead and primary point of contact and representative for NASA Solutions for Enterprise Wide Procurement SEWP's Agency Liaison Team and will advise SEWP leadership on any issues which may impact the overall activities of the program management office. This role will work directly with civil servant customers to coordinate needs and priorities across multiple teams and locations with a focus on supporting agency utilization of NASA SEWP, additionally directly supporting government agency needs with regards to SEWP. The position will serve at the NASA SEWP Program Management Office PMO in Greenbelt, MD and travel to customer sites in the Washington DC metropolitan area and/or at federal agency sites primarily within the continental United States, with the majority of time spent at the Greenbelt, MD office.

Duties and Responsibilities

  • Support SEWP leadership, including contractor management and corresponding civil servants with direction on the day to day activities of the team
  • Provide day to day participation in and supervision of a team acting as the primary NASA SEWP point of contact support to a federal customers and associated stakeholders
  • Coordinate staff integration points and provide recommendations on best ways forward
  • Serve as a primary POC and 'face' of SEWP's contractor-side liaison support team
  • Serve as the team member responsible for liaison stakeholder integration across SEWP teams and with customers
  • Perform as a member of, oversee, and advise the NASA SEWP liaisons, working with customer stakeholders/users and existing general NASA SEWP support, to include performing triage and vetting, responding, and handling customer requests including:
    o Assist stakeholders at the customer agency and possibly other affiliated government agencies in utilizing the NASA SEWP website
    o Create and maintain documentation such as FAQ's, agency web page, and ordering guides
    o Provide SEWP training and demos in person, over the phone, and via webcasts with emphasis on the tools and SEWP features and aspects
    o Assist users with utilizing the SEWP tools and/or interacting directly with industry to explore options for new equipment and services
    o Respond to or forward contract, vehicle, and agency specific questions from both the customer and other federal agencies
    o Provide regular office hours for ad-hoc meetings and face-to-face interactions at the main customer site and possibly auxiliary sites defined by the customer
  • Responsible for working with the customer, contract holders and SEWP staff in the creation and implementation of customer-specific SEWP acquisition methodologies
    o Ensure the customer's requirements are met correctly and in an expeditious manner and that regular updates are provided to SEWP Program Office and Contract Holders as needed
    o Review all updates to ensure they meet the customer requirements
    o Assist in the coordination and maintenance of the established acquisition opportunities where appropriate
    Collaboratively solve problems and lead NASA SEWP meetings with stakeholders on topics including:
    o Summary of stakeholder requests and pending action items
    o Changes to the NASA SEWP site including new tools, policies, etc.
    o Suggestions for improvements to the program offerings
  • Assist in obtaining acquisition guidance for purchases of all sizes: large and complex to small COTS solutions
  • Provide liaison assistance and guidance, serving as the primary information bridge between customers and teams to ensure smooth and correct flow of information including status, requirements, change needs, etc.
  • Provide ad hoc analysis and reporting to SEWP personnel
  • Other duties as assigned


Requirements:

  • Bachelor's degree in business or related field, or acceptable equivalent professional experience
  • Strong working knowledge of the FAR, especially federal government procurement process as it relates to GWAC vehicles
  • Experience working with multiple federal agencies a strong plus
  • Strong cross-functional organizational and communication skills
  • Ability to interact well with peers, customers, and stakeholders in focused and detail oriented fashion
  • Excellent oral and written communication skills
  • Strong time management skills / self-starter
  • Ability to support occasional travel
